What does the start of summer time mean?

Source: VIDEOELEPHANT (Glomex)

Daylight saving time is the time between March and November when most people put their clocks forward by one hour. In spring, clocks are set forward by one hour so that daylight lasts longer in the summer months. In the fall, clocks are set back by one hour so that it is light for longer in the mornings during the winter months. In the northern hemisphere, the vernal equinox takes place on March 19 and marks the beginning of spring. Efforts to introduce year-round summer time have come to a standstill, as a bill to do so has failed. Not all US states participate in daylight saving time. Hawaii does not observe daylight saving time as there is little difference in daylight hours throughout the year due to its proximity to the equator.
