Kim Jong Un reiterated the use of nuclear weapons against enemies in his speech on Monday at the University of National Defense. Kim accuses the US and South Korea of escalating tensions through their military alliance. The North Korean parliament convened in Pyongyang for its second session of the year this week. A constitutional amendment and the appointment of a new defense minister were the focus of the session.
