Exotic wild animals soon to be banned in German circuses?

Do exotic wild animals belong in the circus or not? The red-green state government of Lower Saxony thinks they don't and is planning a Bundesrat initiative to do so. Specifically, it is about a nationwide ban on exotic wild animals in circuses. In 26 EU countries, these are partially or even completely banned. Germany is not one of them.
