This is proposed by the Future Commission on Agriculture (ZKL). This is intended to finance the redesign of animal husbandry and ensure greater animal welfare. According to the ZKL, simply increasing the value-added tax on meat products is "comparatively easy, because no new policy instrument needs to be created, but only the tax rate of an existing tax needs to be adjusted."
